What's different up the hill
At over 1,000 metres, Rossland gets much more snow than Trail. Decks and stair runs here have to be built for heavy snow, and footings go below the frost line.
Spring melt sends a lot of water downhill, so drainage around foundations and behind walls matters more here than in most towns.
Many lots near the ski hill and in the older town site are rocky, which can slow digging and is worth planning for in the quote.
Rossland permits
The City of Rossland runs its own building permits: decks need one, and walls over 1.2 m (4 ft) need an engineer. Small sheds under 10 m² usually don't.
